WV National Guard Wins National Competition

CHARLESTON, W.Va. (AP) – The West Virginia Army National Guard has won a national competition.

The victory in the 2010 Army Chief of Staff Communities of Excellence competition was announced Wednesday. West Virginia won the award two years ago, but contest rules required the state to sit out last year.

The Guard says it outscored 33 states and territories. The contest rates categories such as innovation and support for soldiers, families, civilian employees and retirees.

Maj. Gen. James Hoyer says it’s gratifying for his soldiers to be recognized as the best nationally.

SB4 – Contact Your Representatives!

It is time to act or our bills pending in the Senate Finance committee will die there.  We only have a couple of weeks remaining in this session so contact the members of the Finance Committee and ask them to move our bills.

Even if you have already contacted our state representatives once, do it again, and again!  Remember, the squeaky wheel is the one that gets greased!  It is SB4 which we want to get out of the Finance Committee if you are a National Guard Soldier or Airman.

The West Virginia Army National Guard will be hosting a Commissary case lot sale on March 5-6, 2011 at the Charleston National Guard Armory, 1703 Coonskin Drive, Charleston, WV 25311.

Hundreds of items including meats, cereals, cleaning supplies, beverages and much, much more will be on sale at drastically discounted prices. This is open to all National Guard and Reserve service members, military retirees, active-duty military service members, and all dependents of such. YOU MUST BRING A VALID MILITARY ID TO ENTER. Cash, checks, debit cards and credit cards will be accepted for payment. The use of manufacturer’s coupons is highly encouraged!

Military Tax Benefits – Is West Virginia Keeping Pace?

OHIO – 51,302 total military personnel with nearly 43,000 of them being National Guard and reserves

Veterans Bonus for serving during Persian Gulf War, Afghanistan, and/or Iraq is tax exempt
Military pay for Ohio residents stationed outside of Ohio – 100% exemption
Military retirement income – 100% exemption

KENTUCKY – 54,922 total military personnel with about 18,500 of them being National Guard and reserves

Military pay – 100% tax exempt as of January 1, 2010

MARYLAND – 57,235 total military personnel with over 26,000 of them being National Guard and reserves

Overseas pay – up to $15,000 exemption
Military retirement income – up to $5000 exemption

VIRGINIA – 123,686 total military personnel with almost 40,000 of them being National Guard and reserves

Overseas pay – up to $15,000 exemption

Military Basic Pay – up to $15,000 exemption – provided they are on extended active duty for more than 90 days. For every $1.00 of income over $15,000, the maximum subtraction is reduced by $1.00. For example, if your basic pay is $16,000, you are entitled to deduct only $14,000. You are not eligible for the subtraction if your military basic pay is $30,000 or more.
Virginia National Guard income – up to $3000 exemption – The wages or salaries received by any person for active and inactive service in the National Guard of the Commonwealth of Virginia, not to exceed the amount of income derived from thirty-nine calendar days of such service or $3,000, whichever amount is less. However, only those persons in the ranks of 03 (Captain) and below shall be entitled to the deductions specified herein.

PENNSYLVANIA – 56,472 total military personnel with nearly 53,000 of them being National Guard and reserves
Military Active Duty Pay while serving out of state – 100% exemption – all other military pay for residents of Pennsylvania is taxed at the normal rate.

WEST VIRGINIA – 12,495 total military personnel with almost 11,797 of them being National Guard and reserves

Military retirement income – up to $20,000 exemption
Proposed WV Senate Bill 4 would provide 100% military pay exemption

SB4 along with our current $20,000 retirement exemption would make West Virginia the most military friendly state in our region!

GOVERNOR SUPPORTS FEDERAL LEGISLATION TO GIVE TOP GUARD GENERAL A SEAT ON JOINT CHIEFS OF STAFF

CHARLESTON, W.Va – Gov. Earl Ray Tomblin today announced his support for bills introduced in the U.S. Senate by Sen. Jay Rockefeller (D-WV) and in the U.S. House of Representatives by Congressman Nick J. Rahall (D-WV) that would give the chief of the National Guard Bureau a permanent seat on the military’s Joint Chiefs of Staff.

The Guardians of Freedom Act of 2011 would make the National Guard’s top general a senior military adviser to the secretary of defense.  The bill would also give the Guard Chief a voice in decisions affecting National Guard staffing or funding for the war fighting and homeland defense missions.  The Senate bill was co-sponsored by Sen. Joe Manchin (D-WV).

Gov. Tomblin pledged his support for the bill to Guard members during a visit with senior Guard leaders visiting West Virginia for Maj. Gen. Allen Tackett’s retirement ceremony.

“Generals Tackett and Hoyer are well aware that I am committed to working through the National Governor’s Association and with West Virginia’s congressional delegation to get this bill passed.  The National Guard is being called to duty more frequently than ever before and needs to be represented when decisions are made that affect the livelihood of our brave soldiers and airmen,” Gov. Tomblin said.

In a statement released just after his bill was introduced, Sen. Rockefeller said, “This bill will strengthen our national security, both abroad and here at home.  By making the chief of the National Guard Bureau a member of the Joint Chiefs of Staff, the Guardians of Freedom Act of 2011 will guarantee the National Guard is a part of the discussion as the nation responds to threats, both foreign and domestic.”

Upon introducing the bill Congressman Rahall said, “Now, more than ever, this Nation is relying upon the Guard to wage combat on foreign soil.  The training, equipping, and deployment of the Guard, as well as their budget, ought to be matters decided with input from the National Guard Chief at the highest levels of the military echelon. Now more than ever, the Guard needs a seat at the head table.”

The National Guard is the only military force with a constitutionally-mandated dual mission.  Guard members have served for years alongside their active duty counterparts in combat missions overseas.  But the Guard is also responsible for state and federal disaster relief and homeland defense.

The Guard’s efficiency in executing these varied missions is well-established and proven by data compiled by the National Guard Bureau.  In 2010 the Army National Guard consumed less than 11 percent of the Army’s budget while providing almost 40 percent of the Army’s operating force.  The Air National Guard operated on less than 7 percent of the Air Force’s budget, and it currently comprises about one-third of the Air Force’s capability, according to National Guard statistics.

Newly-appointed state Adjutant General James Hoyer is a 30-year Army National Guard veteran who has witnessed firsthand the Guard’s evolution from its strategic reserve role in the 1990’s to an operational force complementing the active duty Army and Air Force.

“I am in favor of any initiative that gives the Chief of the Guard Bureau input in decisions that affect our Guard members,” said Hoyer.  “We are different than the active duty and bring unique capabilities to the fight. We would jeopardize our ability to fight the nation’s wars and protect the homeland if the National Guard is not adequately represented at the Pentagon,” the general said.

WV Senate Bill 4 Passed by Military Affairs Committee

WV Senate Bill 4, Exempting National Guard and Reserve Military Income, is progressing through the Senate.

Members of the EANGWV Legislative Committee attended the WV Military Affairs Committee meeting  31 January, 2010 and breifed on emphasizing the importance of the National Guard to our state.  Also discussed was the recruiting benefits this bill will provide us.  The bill was met with very little question and the committee voted to pass the bill unanimously.  We believe the committee’s support can be attributed to the letters, phone calls, and emails that the senators received over the past couple of weeks.  We were approached by one Senator that mentioned he had been contacted by some of his constituents about the bill and was giving his full support.  If you or somebody you know contacted your Senator about the bill, thank you for the support.  This is a small victory but it shows what we can accomplish if we get people to contact their legislators.

The next step for the bill is to get through the Senate Finance Committee. If it passes the Finance Committee then it will most likely be put to the full Senate for vote.  If the Senate passes the bill then it will go on to a similar process with the House of Representatives.

I have listed the email addresses, phone numbers and county of all of the Senate Finance Committee members below.  We need to get as many people as possible to email, call, or write letters to these senators and express interest in the passage of WV Senate Bill 4, Exempting National Guard and Reserve Military Income.  It doesn’t need to be a long letter or email, just a couple of lines.  Even if you don’t live in their county you can still contact them.  The more the better!!!
